The statutory authority allowing usage of the SEWP contracts by the entire Federal Government is NASA's designation as an Executive Agent by OMB based on the Information Technology Management Reform Act (ITMRA) of 1996, now the Clinger-Cohen Act.

How to order

Steps for obtaining a quote for software, cloud, or services.

All quotes must be registered at the SEWP site. For any questions about how to receive a quote from Sure Secure, contact our SEWP PMO at david.santiago@suresecuresolutions.com.

The customer will

  • Submit a purchase request and receive approval from the Government Contracting Officer
  • Determine best value through market research (using the SEWP Quote Request Tool)
  • Create an order and submit it to SEWP

The SEWP Program Management Office (PMO) will

  • Verify the order and enter it into the SEWP database
  • Submit valid orders to the awarded contract holder
  • Monitor the order for delivery

The Sure Secure PMO will

  • Confirm receipt of the order from SEWP
  • Process the order
  • Fulfill and deliver the order
  • Invoice the customer

Product-Based Services

SEWP VI offers a full suite of ITC/AV services. Any services that a customer needs that have a product basis to them. It doesn't have to be a specific product. Examples are support for AV systems or network optimization services or even a consultant to help determine how best to use existing ICT products. The key word is "product". As long as there is basis of a "product" in that requirement, it will now be within the scope of SEWP.

SEWP contract surcharge

The SEWP surcharge for all orders is 0.34%. The fee is included in the price of all items and is not separately listed on quotes.

After delivery

Post-delivery support and problem orders.

Support after delivery

  • Implementation, configuration, and integration of in-scope software and cloud solutions, when ordered
  • Software maintenance and publisher support entitlements passed through to the Government; we coordinate with the publisher on your behalf
  • Technical support, including license activation, updates, patches, and subscription renewals
  • Advisory and knowledge-transfer services as specified on the delivery order

Problem orders

  • If an order was successfully approved but a problem arises after fulfilment (such as damaged items, incorrect service provision, or missing components), the customer submits a troubleshooting request noting their agency order number and SEWP Control Number. The vendor then logs the issue, coordinates a diagnostic fix or replacement with the manufacturer or provider, and escalates to SEWP program headquarters if a mission-critical impasse is reached.

Contract clause

A.1.13 Fair Opportunity and Requests for Quotes

Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office.

The Contractor shall not market, quote or otherwise offer for sale, any IT Solutions not listed under this contract, until the said solutions are included in the SEWP database of record, and available to all Government end-users.

If the Government issues a Request For Information (RFI) as part of market research, the Contractor may provide items not yet listed on their SEWP contract as part of a market research quote if:

1. all such items are clearly marked as not yet available on their SEWP contract; and

2. the contractor submits a technology refreshment request to add those products to their contract

If the Government issues a Request For Quote (RFQ) or a Market Research Request (MRR), the Contractor may only respond with items available on their Contract and the price of each item shall be the no greater than the price in Attachment F SEWP database of record at the time the quote is issued. If the Contractor has insufficient items on their contract to fully respond to the Formal RFQ, the Contractor must respond with a No Bid.

Unless the RFQ specifically allows for partial quotes, the Contractor must respond fully to all requirements specified in the RFQ.

When submitting a quote to a government end-user, the contractor must clearly state the length of time the quote is valid. The contractor shall honor any order submitted within the stated time period of a quote.

When responding to an RFI or RFQ issued from the NASA SEWP RFQ on-line quoting system, the Contractor must respond as outlined in Attachment C: Contract Holder User Manual (CHUM).

Contract Holders are prohibited from using Government information posted on the NASA SEWP Contract Holder Only Page, such as RFQs, RFIs, etc., for purposes other than proposing on SEWP requirements. This includes Contract Holders providing third parties with SEWP information and requirements for the purpose of assisting companies, that are not SEWP Contract Holders, with providing unsolicited proposals to meet agency requirements already posted to the NASA SEWP RFQ on-line quoting system
